　　 It is reported that President, Secretary of the Party Committee, CHEN Huiren talked about his own experience and working suggestions, centering on independently technical innovation in the equipment manufacturing industry in combination with the work of Shenyang Machine Tool Group in practice when the delegation from Liaoning discussed the Government Work Report on March 6, which aroused sympathetic response of the leaders and deputies who attended the meeting. President, Secretary of the Party Committee, CHEN Huiren made an important speech again, which was fully recognized and highly praised by Premier WEN Jiaobao when Premier WEN Jiaobao joined the discussion among the delegation from Liaoning on March 10.

　　 He acknowledged the recognition in the Government Work Report made by Premier WEN Jiabao for rapid development of the industry of numerically controlled machines on behalf of the Chinese enterprises in the industry of machine tool manufacturing as the only deputy in the whole industry to the National People's Congress. It greatly inspires and urges on the whole trade. President, Secretary of the Party Committee, CHEN Huiren made the following suggestions centering on the industrial development of numerically controlled machines and independently technical innovation in the equipment manufacturing industry.

　　 At first “the special plan for development of numerically controlled machines” should be accelerated to implement, and the major and special technological projects of “high grade numerically controlled machines”should be initiated first. He pointed out that such subjective and objective conditions that the Chinese industry of numerically controlled machines was at critical turning stage, it already tended towards active development, it was in an advanced position of the industrial chain of the equipment manufacturing industry, and the industry of numerically controlled machines in traditional great-powers were at vibrating phase of adjustment provided an uncommonly historical opportunity for the Chinese industry of machine tool manufacturing to quicken up and overtake, especially high grade numerically controlled machines.

　　 Secondly, the important guideline that an enterprise should be taken as the subject of independent innovation should be reflected practically in the course of implementing the policy of independent innovation. It has been proved time after time by technologically advanced countries in practice for an enterprise to be the subject of technical innovation. It was also proved by innovative practice of some domestic excellent enterprises during recent years. It is hoped that the important change in the guideline will form extensively and consciously common understanding throughout the country.

　　 Thirdly we should lay stress on emphases and ensure policy degree of concentration in the course of implementing independently innovative policy. The development of a few of the leading enterprises in the trade brings along progress and updating of the whole industry. It is one of the industrial developing rules that has been repeatedly proved in practice. We should lay stress on emphases, give support to the excellent and powerful, and avoid policy resource deconcentration in the course of policy implementation as a result of limited policy resource.
