Shenyang Machine Tool Group started up “Plan B” to challenge “Zero Compliant”
  President CHEN Huiren declared in the conference of application of homemade numerically-controlled machines to key industries in 2006 that Shenyang Machine Tool Group had successfully realized its “Plan A” and started up “Plan B”to challenge “Zero Compliant”on March 1 to accelerate developing progress of the industry of numerically-controlled machines of China.

   On Feb. 13 the conference of application of homemade numerically-controlled machines to key industries in 2006 was held in Shanghai. It was an important conference presided over by the State Development & Reform Committee at the beginning of “the 11th Five-year Plan”in combination with supply and demand to promote development and application of high-grade numerically-controlled machine tools. As the only enterprise representative in the industry of machine tools in China, CHEN Huiren, President of the Group Company was invited to make a speech in the conference.

   At first President CHEN Huiren introduced how “Plan A”was implemented to those who attended the conference. By the end of last year the Group Company had completed the task stated in “Plan A”on schedule. 78 numerically-controlled machine tools involved with the Plan were replaced, overhauled, and repaired free of charge, and all of them have meet operating requirements of users. That “Plan A”was successfully implemented has proved that Shenyang Machine Tool is an enterprise that has the courage to bear the responsibility; it is an enterprise that keeps a promise with action; it is an enterprise that wins clients and markets depending on the strength of good faith; and it is an enterprise that is enterprising and worthy of client's trust. President CHEN Huiren pointed out that Shenyang Machine Tool decided to start up “Plan B”, a strategic plan at the 2nd stage from March 1, 2006 in order to expand the positive result achieved by “Plan A”, realize new breakthrough in service concept with more active action and measure, and accelerate the developing progress of the industry of numerically-controlled machine tools in China. It is reported that “Plan B”aims at “Zero Compliant”of key users by the end of 2006; its scope of aim is users in key industries in China (namely the scope of objects for “Plan A” to be implemented); its scope of products involves with all products of the Group Company within the scope of aim; the participant enterprises are those industrial concentrating ones affiliated to the Group in Shenyang in 2006, and they are all enterprises of Shenyang Machine Tool Group in 2007.

   The main content of “Plan B”is to provide overall good quality service within the scope of aim to realize “Zero Complaint”of users finally; establish “smooth and special channel”and implement manager responsibility system for batch quantity users; provide “considerate service” for the first product and guarantee the quality during three years; set up user's overall appraisal system of Shenyang Machine Tool to reward users for improvement and innovation they put forward; actively establish long-term, strategic, and cooperative relation with clients, and jointly develop high grade products that meet user's requirements.

   “Plan B” found an echo in all circles at once as soon as it was pushed out. A representative of certain enterprise that benefited greatly from “Plan A” was expecting that Shenyang Machine Tool would push out “Plan B”. They believed that it was an increasingly improved and completed course for all techniques from their invention to finished products coming into being. The precondition for constant improvement is to provide new technology an opportunity of application. They will hand in hand with Shenyang Machine Tool to increase the technical level of Chinese machine tools in the course of constant innovation. It is reported by such media as Xinhua Press and China Industry Newspaper that “Plan B” is not only a jump from quantitative change to qualitative change in service concept of Shenyang Machine Tool but also it is a symbol for the industry of numerically-controlled machine tools of China to move towards being mature.
